Searching the sky for dead birds

I was in Utah recently and noticed a interesting paradox: on a handicapped parking permit was the word "Permanent." Just below that was the expiration date: 12/10.

I wondered aloud, 'if it's permanent, then why does it need an expiration date? Or, if it has an expiration date, then why do they call it permanent?'
